Mentalities outlive systems

Due to a convo with a colleague, who wondered about how come certain dated mindsets survive long after new laws and living conditions should have changed them, I was reminded of one of Tolkien's songs in LOTR:

All that is gold does not glitter, Not all those who wander are lost; The old that is strong does not wither, Deep roots are not reached by the frost.
